Fostering SME Innovation in Emergency Situations: The Power of Procurement Policies

May 01, 2023

Small and medium-sized enterprises (SMEs) play a vital role in driving economic growth and innovation. However, during emergency situations like the COVID-19 pandemic, SMEs face significant challenges due to resource and market contractions. In a recent article titled "Policies to Stimulate Industrial Innovation by Small and Medium-sized Enterprises: Lessons Learned from the Public Procurement of Innovation during Emergencies," co-authored with Ana-Maria Dimand and Desirée Kingler, we highlight the importance of procurement policies in supporting SMEs during crises and fostering their innovation capabilities. I want to explore the key findings of the article and emphasize the significance of procurement of innovation policies for the resilience and growth of SMEs during emergency situations.
The Role of Public Procurement in Stimulating Innovation
The article underscores the critical role of public procurement of innovation as a tool to stimulate the economy and foster innovation in SMEs. By leveraging public procurement, governments can promote collaboration, encourage SME participation, and drive innovation within the public sector while simultaneously supporting SME-led innovation initiatives.

Lessons from the COVID-19 Pandemic
The COVID-19 pandemic has highlighted the importance of innovation in responding to crises effectively. SMEs have been at the forefront of introducing innovative solutions to mitigate the health and business consequences of the pandemic. Governments and non-governmental organizations have recognized the significance of SMEs and implemented various support policies to foster their innovation efforts.

Collaborative Innovation Initiatives
Governments have employed collaborative innovation initiatives, working closely with private companies and research organizations, to address societal challenges more efficiently. These partnerships have demonstrated the power of innovation in solving problems faster and more effectively. By adopting similar approaches in the procurement process, governments can facilitate SME-driven innovation and enhance their resilience in emergencies.

Best Procurement Practices and Policies
Drawing insights from the public procurement of innovation during the COVID-19 crisis, the article proposes a set of best procurement practices and policies to stimulate SME-led innovation in both emergency and business-as-usual times. These include inter-agency and inter-governmental collaboration, cooperation partnerships between the government and firms, and practices that encourage SME participation in innovation procurement contracts.
By adopting SME-friendly innovation procurement policies, governments can create a conducive environment for SMEs to thrive and innovate. These policies not only stimulate innovation within the public sector but also provide a foundation for SMEs to sustain themselves and contribute to economic recovery and growth during and beyond emergency situations.
The procurement of innovation policies serves as a powerful instrument in supporting SMEs during emergency situations and fostering their innovation capabilities. Governments play a vital role in creating an enabling environment that encourages collaboration, promotes SME participation, and recognizes the importance of innovation in addressing societal challenges. By implementing best procurement practices and policies, governments can not only support SME-led innovation during emergencies but also lay the groundwork for long-term resilience and economic growth. It is imperative for policymakers, organizations, and stakeholders to recognize the critical role of procurement policies in driving SME innovation and ensure their integration into emergency preparedness strategies.
